Police release identity of victim found dead in apartment building; suspect charged with first-degree murder

Montgomery County police have released additional details about the death of a man found Tuesday morning in an apartment building in Silver Spring.

According to police, “The Montgomery County Police Department – ​​Major Crimes Unit is investigating the death of a 45-year-old man who was found in an apartment in the 11400 block of Stewart Lane.

At approximately 1:06 a.m. on Tuesday, July 9, 2024, 3rd District officers responded to a call regarding a fight in progress. Upon arrival, officers met with Wesley Cooper, 46, of Gaithersburg.

Officers then found an adult male in the apartment. He was pronounced dead at the scene. The body was transported to the Chief Medical Examiner’s Office, where an autopsy will be performed to determine the cause and manner of death.

Cooper was arrested and charged with second-degree assault and first-degree murder. He is currently being held at the Montgomery County Central Processing Unit, where he is awaiting a bond hearing.

The victim was identified as Ellis Rudolph Smith Jr. of Silver Spring.
